Joe Cross (Phoenix) is the sheriff of the rural New Mexico town of Eddington. Cross has the ambition to move up in the pecking order of local politics and opts to run for mayor. His rival, Ted Garcia (Pascal), is the current mayor who is running for re-election. Making matters worse is the fact that the COVID-19 pandemic (and the associated conspiracy theories surrounding its validity) has beset the small town. The contest between the two men begins as a battle of words for the hearts and minds of the townsfolk, but soon escalates beyond the battleground of local politics into something that threatens to tear the town of Eddington apart.
